Government in crisis

Trying to run a multi-party democratic system with an authoritarian arrogant tendency is like planting a mango tree and hoping to grow mangoes.

The number of people infected with the corona virus among lockdowns, as of the writing of this article, has exceeded three hundred. However, the epidemic could not be on the agenda of the state for months as the government and the ruling party were caught in the cycle of powerlessness.

There is no dispute that Lipulek, Kalapani and Limpiyadhura belong to Nepal.
In 2008, Indian military checkpoints were set up at 18 locations along the northern border. Though others were later removed, India turned the Kalapani (Tinkar) check post into a large military camp. Since then, this national pain has been lingering. On top of that, the government is using the road construction and inauguration in the Kalapani area as a shield of power.

According to the then Finance Minister Rishikesh Shah, as soon as he set up a military camp in Kalapani in 2019 BS, when he inquired about it with King Mahendra, he was told, "This is not a matter of your ministry, you keep quiet" (Wednesday Weekly, 13 July 2055). Then many prime ministers and foreign ministers came to power, there was talk of it, but only seasonal and reactionary. After India and China agreed to make Lipulek a trade gateway in 2072 BS, the then Prime Minister Sushil Koirala sent a letter of protest to both the countries. The next government and the powerful two-thirds government that has been playing the drumbeat of nationalism, only became Ramite.

Land remains where it is, it is not a commodity to be brought back, it is to establish ownership!
Such declarations without will and determination have been made many times in the past. It is necessary to reach a conclusion through high-level decisive talks between the two countries. India needs mature initiatives and efforts to reach a solution through amicable negotiations, including historical evidence, official documents and receipts paid by the local people to the Government of Nepal. Talks with India should start as soon as possible as per the all-party consensus. However, without building a national consensus to resolve the complex crisis of national identity and the Corona epidemic, the ruling party has forgotten about mutual antagonism and power struggles. When India made the last map public, it was pushed to 'take back the land, not publish the map', then quietly again!
The government's policy and program presented in the parliament on May 22 also has a commitment to bring back Nepali land. But bringing back the land is the only thing that matters.

There is no roadmap, strategy, plan or special budget policy or program of relief for the majority of the working class, farmers, industrialists, businessmen and students who are affected by the uncertain lockdown.
The old-fashioned essay policy and program is a bundle of illusions carrying aspirations and dreams, with only the cultivation of lies. The year 2087-2099 is a nightmare, but there is no comprehensive program for epidemic prevention, health supplies, and no relief program for Nepalese and hungry workers stranded abroad and at the border. It has completely failed to address the dire consequences of this catastrophe on the economy, the repatriation of millions of migrant Nepalis, the solution of employment problems, and the promotion of farmers and the private sector. The government is mired in internal conflict and corruption, with the focus on epidemic control.
Lockdown is not a Brahmastra in itself.

The Human Rights Commission has amended the Nepal Trust Act to restrict the freedom of the media and social media and restrict the constitutional freedom of expression, the presence of the Leader of the Opposition in the Constitutional Council, and the mobilization of the army. To lease to a private institution Bought the Trust in order to bill more daring Ordinance came into the last link. 'Kritaparadha: Swayamev Shankate', meaning that those who commit crimes may call me a criminal, but the Oli government does not seem to be shocked at all.The government is using the epidemic as a tool of corruption to attack democracy, sometimes as a 'parliamentary abduction' and sometimes as a criminal conspiracy to split other parties, sometimes as an opportunity to spread the virus of one-party communism within the constitution.

The constitution or the law is the subject of obedience, autocracy is the means of prohibition. It is unconstitutional for the activities of the President, who is the guardian of the constitution, the supreme and dignified institution of the democratic republic, to live up to his dignity, when the office of the President looks like a department of the government, and when he presents himself as the acting president.

Prime Minister Oli, everywhere from the parliament to the public forum, not only expressed his commitment not to be corrupt and not to allow anyone to do so, but the behavior is going exactly the opposite. The current government seems to be aiming to end the constitution by attacking the country with the culmination of corruption, impunity, inaction, anarchy and irresponsibility and to become a new version of Hitler, Lenin or other brutal dictators who have emerged under the democratic constitution in the past.

Meanwhile, issues of arbitrary reduction in ranks and interference in seniority have also become public in the Nepal Police with political bias. At present, doctors, health workers and police are working day and night in the field to prevent the spread of the corona epidemic. But they are the ones who are insulted by the ruling party.

It is unfortunate that the chain of command of an organization like the police, which is disciplined, dignified, dignified, and has the resources of law and civic power, has been dismantled and the public servant has been disappointed.

In the past, we considered the commitment of the two main communist parties, known as anti-democracy and anti-parliamentary forces, to unite the party on the basis of parliamentary system as an important achievement of parliamentary democracy. We were eager to see the two communist parties unite and implement a democratic constitution and maintain stability.

But now the opposite is happening. Parliamentary democracy is virtually a prime ministerial system, with the prime minister as the focal point. The Prime Minister who coordinates, coordinates and leads is the center of national activity. It is a system driven by high moral energy and courage. This is the measure of the success of the constitution and the significance of democracy. Unable to get rid of ego, arrogance and totalitarian nature or working style, this leadership will be a serious ax to grind on the nation and a factor of failure-oriented state. Trying to run a multi-party democratic system with one-party authoritarian ideology and totalitarian egoistic tendencies is like planting a mango tree and hoping to grow mangoes.

Without an independent judiciary, an independent press, constitutional and security organs, and the civil service free of political interference, democracy cannot be secure, and good governance free of corruption.

Ignoring the national problems and challenges facing the country, we will not allow the government to frustrate and control the constitutional institutions of balance of power and control. Despite this, the question of Nepali sovereignty and the fight against the corona virus is our common concern. It is important for the nation to be focused on this with mind, words and deeds.
